Resistance to Civil Government
Resistance to Civil Government 对公民政府的抵抗;
I heartily accept the motto ,—that goverment is best which governs least.
and I should like to see it acted up to more rapidly and systematically.
Carried out, it finally amounts to this ,which also l believe ,----that government is best which governs not at all .

goverment is best which governs least 治理最少的政府是最好的
systematically 有系统地 ; 有组织地
and when men are prepared for it ,
that will be the kind of goverment which they will have .
Goverment is at best but an expedient ;but most governments are usually ,and all goverments are sometimes ,inexpedient .
The objections which have been brought against a standing army ,and they are many and weight ,and deserve to prevail ,may also at lest be brought against a standing goverment .
The standing army is only an arm of the standing goverment .
The government itself , which is only the mode which the people have chosen to execute their will ,is equally liable to be abused and perverted before the people can act through it. Witenss the present Mexican war ,the work of comparatively a few individuals using the standing government as their tool; for , in the outset ，the people would not have consented to this measure.

This American government ,—what is it but a tradition ,though a recent one ,endeavoring to transmit itself unimpaired to posterity ,but each instant losing some of its integrity ? It has not the vitality and force of a single lining man ; for a single man can bend it to his will . It is a sort of wooden gun to the people themselves ;
and ,if ever they shoulsd use it in earnest as a real one against each other , it will surely split .
But it is not the less necessary for this ; for the people must have some complicated machinery or other ,and hear its din ,to satisfy that idle of government which imposed on,

yet this government never of itself furthered any enterpise , but by the alacrity with which it got out of its way.
这种政府从未主动地促进过任何事业，它只是欣然地超脱其外。
It does not keep the country free .It does not settle the West .It does not educate .
它未捍卫国家的自由。它未解决西部问题。它未从事教育。
The charater inherent in the American people has done all that has been accomplished;
迄今，所有的成就全都是由美国人民的传统性格完成的，
and it would have done somewhat more , if the government had not sometimes got in its way .
而且，假如政府不曾从中作梗的话，本来还会取得更大的成就。
For government is an expesient by which men would fain sucdeed in letting one another alone ;
因为政府是一种权宜之计，通过它人们可以欣然彼此不来往；
and ,as has been said ,when it is most expedient ,the governed are most let alone by it .
而且，如上所述，最便利的政府也就是最不搭理被治理的人民的政府，
Trade and commerce ,if they were not made of India rubber ,would never manage to bounce over the obstacles which legislators are continually putting in their way;
商业贸易假如不是用印度橡胶制成的话，绝无可能跃过议员们没完没了地设置下的路障；
and ,if one were to judge these men wholly by the effects of their actions ,and not partly by their intentions,they would deserve to be classed and punished with those mischievous persons who put obstructions on the railroads.
倘若完全以议员们行动的效果，而不是以他们行动的意图来评价的话，那么他们就理所当然地应当被视作如同在铁路上设路障捣蛋的人，并受到相应的惩罚。
